The greetings to an elder one and a younger one are little bit different in Chinese, but in English, there is no difference.
If the one you are to greet is elder than you, you can say:
Wish you or bless you… (??…/joo neen/ )
If the one you are to greet is younger than you, you can say:
Wish you or bless you… (??…/joo nee/)

Common Greeting Sayings in Chinese New Year
(xin nián kuài lè) Happy New Year!
(guò nián hao) Happy New Year!
(xin nián jìn bù) New Year’s progress (This is appropriate to greet any person, no matter elder, young or of any relationship.)
(gong xi fa cái) happy and prosperous (It is always used as the phrase when one receiving gifts or lucky money during Chinese New Year.)
(cái yuán guang jìn) wealth pores in from all directions
(nián nián you yú) always get more than you wish for (a wish for surpluses and bountiful harvests every year)
(jí xing gao zhào) smiles of fortune
(jí xiáng rú yì) good fortunes as you wishes

(lóng ma jing shén) spirit of dragon and horse
(shen ti jiàn kang) enjoy good health
(jing líng huó po) aware and active (It is specially used for children with the age under 10 years, wishing them to be active and smart.)
